Help tell America our State of the Union

Tonight, President Obama will lay out his priorities for 2012 in his annual State of the Union speech – a speech that will be viewed by many in the media as the kick-off to the President’s re-election campaign.

The President will not be alone. USAction will live blog about the President’s words in real time.

We hope you will join our conversation. Will the President's plan help the 99% of America that has been suffering under the economic crisis? How have our families, our communities, our country benefited from the President’s actions?

You can RSVP to join the State of the Union live blogging event at http://www.usaction.org/live. We’re assembling a panel of experts, including several USAction state affiliate directors, as well as Sarah Marie James, a 24-year-old college graduate and an administrative aide/receptionist in Minneapolis.

“Once health care passed, this weight came off of my shoulders,” said James, who at age 19 had a pre-existing condition and had lost her access to coverage and prescription drugs. Under President Obama's health care plan, she was able to get health insurance despite her pre-existing condition. “Thank you, Mr. President, thanks to you, I can live my life and do my job, worry free because I have health insurance.”

Just as we should be interested in what President Obama has to say Tuesday night about the state of our union, we should pay even closer attention to the words of people like Sarah. Join us Tuesday night and share your story.

Walker Makes another Move to Sabotage Health Care Reform 1/19/12

Rejecting $38 million from Federal Government for Health Insurance Marketplace Reforms

Late Wednesday Governor Scott Walker announced that his administration will turn down a $38 million federal grant to implement a key feature of the national health care reform law. The money was to be used to create a competitive health insurance marketplace, called a health insurance exchange, which would guarantee Wisconsin health consumers more choices of quality affordable health insurance, and provide tax credits to help middle class families afford insurance. The new competitive marketplaces outlaw a number of health insurance industry abuses, including discrimination based on preexisting conditions, age, and gender.  The decision comes on the heals of his December announcement that Walker was suspending all planning for implementation of these vital reforms.

“Given the oppressive burden of health care hyperinflation on the health security of Wisconsin workers and families, it is highly irresponsible for Walker to turn away millions in federal money that will increase access to affordable coverage, end discrimination against people with preexisting conditions, and create new tools for controlling costs,” said Robert Kraig, Executive Director of Citizen Action of Wisconsin.  “Whether his motivation is political, or he is merely carrying water for the health insurance industry, it is reckless to undermine vital health care reforms without any public discussion and without developing any serious alternative to a status quo that is not working for Wisconsin.”

Citizen Action of Wisconsin’s annual report, Wisconsin Health Insurance Cost Ranking 2012, shows that Wisconsin health insurance hyperinflation has been almost 20% worse than the national average over the last decade, and that every metro area with the exception of Madison has had above average health insurance inflation.  The report also found that Madison costs are 19-32% lower than the other major metro areas of Wisconsin because it has a more competitive health insurance market place.  “In the absence of implementing the Affordable Care Act, Governor Walker has offered no alternative plans for reining in skyrocketing health insurance hyperinflation,” continued Kraig.  “His only major proposal for changing the health care system is forcing between 53,000 to 65,000 people off BadgerCare in the midst of the worst economic downturn since the Great Depression.”

Benefits You Will Lose If the Affordable Care Act is Repealed

As we move in to 2012 that means elections, recalls, and (oh yeah) healthcare reform! Right now Wisconsin has a choice, between the Affordable Care Act and Walkercare. Or in other words: same old same old. Between Walker, Paul Ryan, & all of the GOP Presidential hopefuls, we appreciate being reminded that there is no Right-wing version of healthcare reform! With the GOP in lock step toward repealing the Affordable Care Act while providing no alternative, we want to ask them: "Are you committed to repealing the section of the Affordable Care Act that..."

  1. Prohibits health insurance companies from imposing lifetime or annual benefit caps on health insurance policies and consumers?
  2. Prohibits health insurance companies from dropping an individual's insurance coverage because of an error or misstatement on a coverage application not connected to fraud?
  3. Requires health insurances to cover preventative care without co-pays or deductibles?
  4. Allows parents to keep their adult children up to age 26 on their health insurance policies?
  5. Requires health insurers to provide enrollees with a clear summary of benefits and coverage not to exceed four pages? (So they know what they're buying!)
  6. Requires health insurers to spend no more than 15 to 20 cents of every premium dollar on profit, marketing, administrative costs as opposed to medical expenses?
  7. Sets quality standards to reduce the paperwork burden on patients, providers and insurers?
  8. Outlaws health insurers from denying individuals based on pre-existing medical conditions?
  9. Requires the establishment of a competitive health marketplace in each state to provide an easy, online way for consumers to compare and buy health insurance?
  10. Provides tax credits to individuals to help them afford health insurance?
  11. Protects individuals from excessive cost sharing?
  12. Establishes a new tax credit for small businesses to provide health insurance for their workers?
  13. Allows all low income persons without health insurance to enroll in Badgercare?
  14. Establishes a Community First Choice Option so that disabled Medicaid beneficiaries can obtain community based attendant services so they don?t have to enter a nursing home?
  15. Allows state Medicaid programs to enroll Medicaid clients with chronic conditions in a "health home" to provide coordinated care?
  16. Financially penalize hospitals with high rates of hospital-acquired infections?
  17. Establishes an annually updated national strategy to improve the delivery of health care services, patient outcomes, and population health?
  18. Creates a new Innovation Center to research, develop, test, and expand innovative programs that improve quality and reduce the cost of care?
  19. Sets up a program that allows Medicare to share savings with doctors and hospitals who take responsibility to improve the quality and cost of care to Medicare enrollees?
  20. Financially penalizes hospitals with high rates of readmissions that could have been prevented, ensuring they get it right the first time?
  21. Reforms the Medicare Advantage program to stop overpayments to private health insurance plans saving more than $135 billion over ten years?
  22. Shrinks and eliminates the Medicare drug plan coverage gap -- called the "doughnut hole"?
  23. Establishes a "Prevention and Public Health Investment Fund" to invest in prevention and public health to improve health and restrain the growth in health care costs?
  24. Sets up a new federal council to set national health prevention and promotion priorities and strategies?
  25. Directs Medicare to cover, without cost sharing, annual wellness visits and preventive care for all enrollees?
  26. Directs state Medicaid programs to cover counseling and pharamacotherapy for pregnant women enrollees to help them quit smoking?
  27. Establishes a new grant program to support health clinics in schools to provide care services to medically underserved children and families?
  28. Requires all chain restaurants with at least 20 locations to disclose the calories of each item on menus and menu boards?
  29. Directs the U.S. Access Board to set standards for the accessibility of medical diagnostic equipment for individuals with disabilities?
  30. Requires all employers with 50 or more employees to provide break time and a place for breast-feeding mothers to express milk?
  31. Establishes a national childhood obesity demonstration program?
  32. Creates a National Health Care Workforce Commission to review projected workforce needs, and to provide information and recommendations to Congress and the Administration?
  33. Provides a 10 percent payment bonus for primary care and general surgeon physicians participating in Medicare who practice in a health professional shortage area?
  34. Creates a national fund to expand the number of community health centers and to increase funding for existing centers?
  35. More than doubles funding for the National Health Service Corps which pays medical education debt for new physicians who practice in underserved areas for at least two years?
  36. Sets up a new program to increase graduate nurse education training?
  37. Requires drug, device, biological, and medical supply manufacturers to report gifts and other transfers of value to physicians, group practices, and teaching hospitals, to be made public on a federal website?
  38. Requires nursing homes and other nursing facilities to implement compliance and ethics programs, and to provide clear information on facility ownership?
  39. Establishes a national independent monitoring program to oversee interstate and large instrastate nursing home chains?
  40. Sets new powers and authority for the Department of Justice, CMS, and State Medicaid agencies to identify, prosecute and prevent fraud and abuse?
  41. Creates a national initiative to prevent and eliminate elder abuse, neglect, and exploitation?
  42. Establishes a process under which the U.S. Food and Drug Administration may license a biological product show to be bio-similar or interchangeable with a licensed biological product?
  43. Requires health insurance plans to cover the costs for individuals participating in approved clinical trials?
  44. Directs the establishment of at least two new multistate insurance plans to be made available in each state health insurance exchange?
  45. Reauthorizes the Indian Health Care Improvement Act for the first time since 1992 to expand the Indian Health Service workforce, create new delivery models, improve behavioral health, construct facilities, enhance health promotion and prevention, and create a youth suicide prevention program?
  46. Establishes the Office of Minority Health within the Department of Health & Human Services?
  47. Establishes new centers of excellence for the treatment of depressive disorders?
  48. Creates a national education campaign for young women and health professional about breast cancer and its risk factors?
  49. Sets up a national diabetes prevention program at the Centers for Disease Control and Prevention (CDC)?
  50. Provides grants to states to test alternatives to civil tort litigation to emphasize patient safety, disclosure of medical errors, and early resolution of disputes?

The provisions here save money, and save lives. They mean you have the security of knowing insurance will be there when you need it, that you can't be dropped or denied. They mean that our state will be healthier, and will lead to cheaper healthcare. We're exploring new ways to lower costs, instead of watching them grow. The GOP call-to-arms is to "repeal ObamaCare" entirely. Every one of those points and more. The only way they will have momentum to do this is if we fail to understand how these provisions help you and me, and for us to miss the amount the protections that would taken away from us if the Affordable Care Act was repealed.

Grothman and Republicans throw children under the bus to protect out of state lead paint companies.

Lead paint poisoning is a national public health catastrophe that has irreparably harmed tens of thousands of children.

Lead paint manufacturers knew that lead pigment in paints was a deadly poison as early as the beginning of the Twentieth Century. They even marketed lead free paint to farmers who were concerned that paint with lead in it was poisoning their cows. Yet, the paint manufacturers continued to produce and market lead paint for residential use and refused to warn consumers about its dangers. As a result, tens of thousands of children have suffered brain damage and other cognitive disabilities.

Currently, 173 Wisconsin children, the victims of lead paint poisoning, are suing the producers of lead paint for the severe and permanent injuries they suffered because of the paint companies’ negligence.

Last week, only 2 hours after the 7th Circuit Court of Appeals in Chicago heard oral arguments about the Constitutionality of these cases, Lance Burri, Senator Glenn Grothman’s aide, directed the Legislative Reference Bureau to introduce legislation that would circumvent the Courts and deny these children their day in court.  Senator Scott Fitzgerald, one of four Senators who is being recalled, is co-sponsoring the bill.

This legislative maneuver is an outrageous and overt attempt to change the law in midstream so that the six companies responsible for this public health catastrophe can walk away “scott” free while the tax payers of Wisconsin pick-up the tab for cleaning up their mess - - hundreds of millions for special education, environmental inspections, higher rents and unaffordable housing caused by lead paint clean-up costs.

Glen Grothman, Scott Fitzgerald and the Wisconsin Republican Party have developed a disturbing pattern of simply changing laws that they find inconvenient.  In this case, they are willing to throw the legal rights of 173 Wisconsin children under the bus to protect six multi-billion dollar companies that do not even deny they produced paint with white lead carbonate in it or that it is harmful to children.

Who is Senator Grothman representing-the people of Wisconsin or multi-billion dollar out of state corporations like Sherwin Williams, DuPont, and BP-Amoco?

Do the citizens of Wisconsin really want out of state corporations and their silk stocking attorneys writing and rewriting Wisconsin’s laws?

The Senate Judiciary Committee is holding a hearing on this bill on Wednesday.

Senator Pam Galloway, another Senator who is being recalled, is also a member of the Judiciary Committee. She is a physician who, like all physicians, has taken an oath to practice medicine ethically.

Is Senator Galloway loyalty to her Party and out of state corporations so strong that she will ignore the Hippocratic oath? Or will she vote against this unethical bill that sacrifices disabled children on the altar of corporate greed.

Please contact your legislators who serve on this committee and tell them that you don’t want out of state corporations undermining the rights of Wisconsin citizens.

Tell them the rights of the Wisconsin people are not for sale.

Citizens of Marathon County are coming  together because, like so much in the past year, our healthcare is under attack! The Walker Administration has announced that they will NOT be implementing one of the largest parts of the Healthcare reform law, the Affordable Care Act, for the foreseeable future. Citizen Action of Wisconsin and allies will present how health reform has just started protecting you and how special interests are already trying to take that away. 

  • How will we stop skyrocketing healthcare costs?
  • Will people with preexisting conditions continue to be discriminated against?
  • What is your elected official doing to guarantee quality affordable coverage options for you and your family?
